Session will be addressing qualification of main actors in safety and health in Europe. It will present also some examples on how to prepare the future for the approaches and requirements to an evolving digital environment for safety and health. A session is a mixture of research, professional and practical work combined with presentation of case studies. It will start with a presentation of a qualification framework of construction coordinators of safety and health with competences for three levels of the European Qualification Framework. It will continue with the presentation of a case study concerning technologies to use in different types of roofing. The third presentation will consist of the analysis of cost benefit in prevention of accidents in construction case studies. The fourth speaker will present the case studies of using digital tools to train and prepare engineers and workers to avoid unnecessary risks in construction. The fifth presentation will show how risks can be communicated from the preparation stage coordinator using notes on drawings and explore how this might be achieved more effectively in the digital environment when using Building Information Modelling and 3 dimensional drawing models. The last theme will present augmented reality environments to support construction companies to have safer environments. Last period is planned with open discussion and with presentation of main conclusions.
Relevance of Qualification Frameworks in a Zero Accident Future
ISHCCO (International Safety and Health Construction Coordinators Organization – www.ishcco.org) is an organization of national representatives of professionals. ISHCCO has identified a need for a qualification framework of construction safety and health coordination throughout Europe. The European Temporary or Mobile Construction Sites Directive, 92/57/EEC, through national legislation, places an obligation on construction clients to appoint coordinators at the preparation stage and the execution stage. The ISHCCO proposed qualification framework (IQF) describes the core knowledge, skills and attitudes required by these professionals at levels 5, 6 and 7 of the European Qualification Framework. Without proper qualification of the professionals at the design, planning and execution stages it is not possible to achieve zero accidents in Construction. The accreditation of the competences of these professionals maybe voluntary or mandatory but should be available to ensure society and construction stakeholders that the performance will be according to the standards.

Since 1977 Dimos SAS based in western France has been pivotal in advancing safety at heights for roofers with innovative scaffolding, guard rail and roof access solutions. As well as investing in continued product development Dimos has introduced an extensive in-house and on-site training program which makes full use of its 1200 m2 in-door training center. We will discuss how Dimos, in partnership with the French Farmers’ Social Security System (MSA), has developed the Sécuriplac® kit to enable Roofers to work safely on brittle roofs as well as discussing how roof-level scaffolding systems can often present the most practical and safe solutions for worksite access.
Digital Tools to train Engineers and Workers
It is not acceptable in the XXI century for a worker to die while working. Challenges are especially significant for new and illiterate workers due to lack of training. Injuries and accidents occur because there is no proper preparation for workers. Each construction site is different from any other, therefore it is necessary to train technicians, workers and engineers to the exclusive and potential risks that may arise from each new environ-ment. Smart Training to avoid Accidents in Construction is a project that arises from the synergy between higher education institutions, a construction company and a vocational education and training provider to implement the use of smart technologies in proper training. The digital tools allow the creation of instruments that simulate construction scenarios allowing the identification and prevention of risks for workers, technicians, and engineers. The project will develop innovative and interactive VR/AR (Virtual and Augmented Reality) solutions to prevent accidents and train workers. Project intends to create usable tools for workers, technicians, and engineers that will be used in any construction project.
Communicating Risks to Constructors
The coordinator for safety and health matters at the project preparation stage draws up the preliminary Safety and Health Plan to communicate information about risks to the coordinator for safety and health matters at the project execution stage which are then passed on to the construction workers. What is the most effective way of doing this in 2019? Philip Baker will present a case study of how this has been effectively achieved on a 3.5km extension to London’s underground railway. He will then explore how this might be done in a more effective way in the future on projects that are using Building Information Modelling (BIM) to communicate to workers what they have to build and the associated risks that they have to cope with.
Augmented Reality Tools to Help Construction Companies
DOKA has developed Augmented Reality Tools to help construction companies to deal with unskilled people and to get a higher safety standard on their jobs sites. With the DOKA AR-App you can detect safety risks via a digital twin projected to the real location before you assemble the first formwork panel. Further this digital twin can guide the workers during assembly of the form-work and even during verification. Practical examples will be shown.
